Homeowners in Loveland, Symmes Township, and Milford should check their mailboxes: roughly 38,000 second-half real estate tax bills went out across Clermont County on Tuesday, July 14, and they look a little different this year.

Clermont County Treasurer Jeannie M. Zurmehly's office mailed the bills later than usual because of a new state law. Ohio House Bill 186, which took effect March 20, created an "Inflation Cap Credit" that now appears as a separate line item on eligible statements. The credit is automatic. Homeowners do not need to apply.

Payment is due Friday, August 7. Miss it and you'll owe a 5% penalty for the first 10 days, jumping to 10% after that.

What the Inflation Cap Credit does

HB 186 limits how fast certain property taxes can rise after a reappraisal. Specifically, it caps growth on school-district taxes in districts at the 20-mill floor to roughly the rate of inflation. If your school taxes would have jumped above that benchmark, the credit covers the difference.

Not every parcel qualifies. The credit amount varies based on your taxing district and how much your assessed value increased. Some homeowners will see a new line item on their bill; others won't see any change. The credit applies for the reappraisal year and the following two years, according to a legal analysis by Tucker Ellis LLP.

The Clermont County Auditor's Office coordinated with the Ohio Department of Taxation and software providers to calculate the credits accurately before bills went out, Zurmehly's office said in a June 29 announcement. That extra work pushed the mailing date back.

Residents can pay by mail, in person, online, or after hours:

  • In person: Treasurer's Office, second floor, County Administration Building, 101 E. Main St., Batavia. Hours are 8 a.m. to 4:30 p.m., Monday through Friday.
  • Online: Credit card or e-check at clermonttreasurer.org.
  • After hours: Night deposit box at the Main Street entrance of the Administration Building.
  • By mail: P.O. Box 347, Batavia, Ohio 45103. (This address changed in January 2024; check that your bank's online bill-pay is updated.)
