Milford City Council will recognize two police officers, two civilian volunteers and a retiring city worker when it meets Aug. 18 at 7 p.m. at 745 Center St.

Officer Charles Neumeier will receive a Chief's Commendation, an award given for outstanding performance demonstrating the department's core values of integrity, professionalism, cooperation and commitment, according to the meeting agenda. Officer Megan Eshman will receive the Silver Bullet Award, a peer-nominated honor given annually.

Eshman is no stranger to the department's award ceremonies. She earned the Physical Fitness Award in 2018 and 2019, the Larry J. Oaks Memorial Award in 2020 and a Chief's Commendation in May 2024.

Neumeier joined the Milford force in October 2024 after a career that included stints with the Newtonsville, Owensville, Xenia and Williamsburg police departments. He graduated from the UC Police Academy and has been in law enforcement since 2012, previously serving as a police sergeant and acting chief of police, according to council proceedings from his swearing-in.

Police volunteers Ricky Summers and Wynn Poe will each receive Civilian Service Certificates. Police Clerk Paul Lane will receive a Service Proclamation. Lane retired as a Milford police sergeant in October 2024 and now serves the department in a civilian clerk role.

Ed Hackmeister, a Service Department employee, will also be recognized for his retirement from the city.

Parking study on deck

Beyond the awards, Dylan Osborn of TEC will present a downtown parking study to council. City Manager Michael Doss flagged parking demand as a growing concern in his February 2024 State of the City address, noting that increasing business downtown was driving the need for better parking and wayfinding solutions.

The agenda does not detail the study's findings or any specific recommendations.

Other business

Council will also swear in Kirk Reed as a new Parks and Recreation Commission member, receive June and July financial reports, and hear department reports from the city manager, police and fire and EMS.

The Committee of the Whole will take up several ordinances, including an $8,995 purchase of a lift station pump for the Happy Hollow station and an OPWC agreement for the Milford Parkway headwall and SR 28 sewer lining projects. No vote on parking recommendations is listed on the agenda.
